Position: LtCol (Res.) of the Polish Armed Forces, Expert, Atlantic Council, Head of the National Security Bureau of Poland 2022-2025

is a Polish transatlantic security strategist, military physician, and
founder of Hybrid Global Strategy, a holding focused on civil-protection, CBRN
infrastructure, and sub-defence technologies. He served as Secretary of State and Head
of the National Security Council of Poland from 2022 to 2025.A lieutenant colonel in the
reserve and board-certified anesthesiologist, he has extensive experience at the
intersection of medicine, defence policy, and hybrid-threat response. He gained
international recognition for leading Polish–NATO medical reconnaissance missions to
Lombardy and the United States during the first weeks of the COVID-19 pandemic. He
founded Central Europe’s first military Hyperbaric Medicine Clinic and is regarded as a
pioneer in the clinical management of decompression sickness in high-performance
aviation and underwater personnel. After concluding government service in early 2025,
he transitioned to international strategic roles. He is a Clarendon Scholar at the
University of Oxford and a Senior Fellow at the Atlantic Council, where his work focuses
on transatlantic security, resilience, and the emerging sub-defence sector. He is the
founder of Hybrid Global Strategy (Hybrid GS), a holding company dedicated to urban
life-protection infrastructure, CBRN preparedness, and counter-hybrid technologies,
contributing to the development of advanced security and resilience-tech solutions. In
parallel, he serves as an associate professor at the Polish Naval Academy and remains a
leader authority in international discussions on hybrid threats, state resilience, and civil
defence transformation. His service has been recognised with the Knight’s Cross of the
Order of Polonia Restituta and the U.S. Illinois Military Medal of Merit.
