A graduate of the University of Technology and Agriculture in Bydgoszcz, holding a Master of Science in Electronics and Telecommunications.
From 2001 to 2006, he worked at the Telecommunications Regulatory Authority, and then at the Telecommunications and Postal Regulatory Authority, which was transformed in 2006 into the Office of Electronic Communications. In 2006, he was appointed Deputy President of UKE for telecommunications and postal affairs. He was one of the architects of the demopolization of the broadband internet market in Poland.
From 2012 to 2016, he served as President of the Railway Transport Office. Under his leadership, the Office’s website received first prize in the “Barrier-Free Website” competition for the web service best adapted for people with disabilities and those at risk of digital exclusion. From 2015 to 2016, he served as vice-chairman and then chairman of the Group of Independent Railway Market Regulators.
In 2016, he was appointed Deputy President of UKE.
